France prohibits disposable E-cigarettes entirely on the European e-cigarette market

Personal experiences with the e cigarette

In February 2025 the French parliament has passed a groundbreaking law, that the sale and manufacture of disposable e-cigarettes (“Puffs”) fully prohibited. This ban is part of the national tobacco control plan for France for the period 2023-2027 and aims at it, To protect young people from nicotine addiction and to reduce environmental pollution through disposable products.

As a specialist dealer for e-cigarettes in Germany, I see this development not only as a significant cut in the French market, but also as pioneering for the entire European e-cigarette industry.

Background of the French law

Already in November 2022 the deputies Francesca Pasquini and Michel Lauzzana brought in, who demanded the ban on disposable E-cigarettes. After more than one year discussion, the draft was unanimously accepted by the National Assembly and the Senate 2024 The approval of the European Commission.

The ban is essentially based on two main arguments:

  • Youth protection: According to studies, about 15% of the 13- up to 16-year-olds in France already had experience with e-cigarettes .
  • environmental Protection: Disposable products contain lithium batteries and plastics, which are difficult to recyclable and consider the environment considerably.

Effects on Germany and the EU market

The French approach could trigger a domino effect in the European Union. Belgium is already beginning 2025 a similar ban implemented, and Great Britain is planning a corresponding ban from June 2025.

In Germany, disposable E-cigarettes are currently very popular, Especially for consumers between 18 and 25 years. Although there is still no concrete ban in this country, Should dealers and manufacturers be prepared for possible regulatory changes.

Important strategic approaches could be:

  • Promotion of refillable and sustainable devices
  • Stronger emphasis on environmentally friendly product features
  • Extended measures for minor protection, For example through stricter age verification systems

Own assessment

In my opinion, the French ban is a major challenge for the market at short notice - especially for providers, that rely strongly on disposable products -, In the long run, however, it offers a chance, to develop the industry in a healthier and more sustainable direction.

The popularity of disposable e-cigarettes is mainly based on their convenience and the wide range of flavors. This “Fast-Consumer”-However, mentality leads to two major problems: a simplified nicotine introduction to young people and a considerable environmental impact.
The future of the e-cigarette industry has to be in the direction of “green, High quality and responsible” go.
Especially in Germany and all of Europe, consumers are increasingly paying attention to health- and environmental aspects. Sustainable products will determine the market of the future.

I also recommend, that industry associations should act proactively and develop voluntary standards, Instead of waiting for regulatory constraints. Only those who react early, will successfully master the upcoming market changes.
